The Town of Chester operates five water districts within the Town of Chester. The following billing schedule and rates apply:
WALTON LAKE ESTATES:
The meters are read twice a year (March and September) for billing the first of April and October. The rates are as follows: $8.50 every thousand gallons or portion thereof.

LAKE HILL FARMS: (INCLUDES PARTS OF WINDRIDGE COMPLEX):
The meters are read twice a year (March and September) for billing the first of April and October. The rates are as follows: $5.25 for every thousand gallons or portion thereof.
SUGAR LOAF HILLS:
The meters are read twice a year (March and September) for billing the first of April and October. The rates are as follows: $5.00 for every thousand gallons or portion thereof.

Water Department Information
Bills are mailed semi-annually on March 31st and September 30th. Payment is due within 30 days without penalty, in person at Town Hall or by mail. Postmark determines date payment received. No partial payments are accepted.
Begin on the first of November for October billing and on the first of May for the April billing. There is a $5.00 per month penalty for each month the bill is over- due with a $25.00 cap per billing cycle. Unpaid water bills are sent to the Commissioner of Finance annually on September 15th for relevy on tax bill.
Returned check fee: $15.00
Final and special meter readings at customer request: $25.00
Meter Test @ Consumer’s Request: $40.00
(No charge if meter in need of repair)
Discontinuance of Service: $25.00
Restoration of Service : $25.00
FINAL METER READING (for title transfer):
Homeowners wishing to sell their property in these districts must call for a final water meter reading. The Town of Chester Water Department requires three (3) days notice to make arrangements for our Water Operator(s) to read a meter prior to closing. The water meter is located inside the residence (the reader is on the outside). Our operators will not enter a residence without an appointment and adult present.
Final bill will be prepared and faxed to both attorneys prior to closing. Please be prepared to provide this information.
Payment may be made by cash, money order or certified check prior to the closing. If payment is made at the closing, an attorney’s escrow check is acceptable. We cannot accept personal checks from the closing. Any personal check will be returned to the attorney. All checks to be made payable to Town of Chester.
Flushing is done twice a year, in October and April. Flushing dates are posted on bills. During that time we ask that you refrain from using water.

Our operators are available to assist in the removal and relocation of this device. Do not move or tamper with the reader yourself or allow any contractor to do so on your behalf. METER READING DISCREPANCY
If you have a question concerning water usage, please take these steps prior to calling a plumber or the water department. In many cases, excessive water consumption can be attributed to a leak. To check for possible leaks, try reading your meter prior to retiring at night and then again in the morning to see if there is any change in the reading. You might also check your toilets for leaks by adding some food coloring to the tank at night before retiring. If there is a leak it will become apparent as the coloring will dissipate into the bowl. If you detect a leak, you should call your plumber. Otherwise call the water department at 845-469-7000x322 and we will schedule an appointment with you.
